Supporting Australia's critical infrastructure

Sector context

Higher stakes, tighter obligations

Critical infrastructure operators keep power, water, transport, communications, health and financial services running for millions of Australians. When their systems fail, the impact does not stay inside one organisation. It flows through supply chains, communities and the economy.

The obligations have grown to match. The Security of Critical Infrastructure Act 2018 (SOCI Act) covers 11 sectors and 22 asset classes, and requires responsible entities to maintain a Critical Infrastructure Risk Management Program (CIRMP), report cyber incidents within set timeframes and submit a board-approved annual report. Amendments in late 2024 extended these obligations to data storage systems that hold business-critical data. Meanwhile, operational technology that was built to be isolated is now connected to corporate networks, cloud platforms and third-party vendors.

Avocado Consulting helps operators meet these obligations and run more resilient systems. We assess risk, test defences, monitor IT and OT environments in near real time and secure the identities that access them. The result is compliance that comes from running your systems well, not from an annual scramble.

Operational technology

OT and SCADA security for critical infrastructure

Practical security for environments where availability and safety come first. SCADA and industrial control systems were built to run reliably for decades, often isolated from corporate networks. Many are now connected to IT networks, cloud platforms and the vendors who maintain equipment remotely.

The IT/OT boundary

Assessing segmentation and the pathways between corporate and operational networks.

Remote and vendor access

Controlling and monitoring how engineers, contractors and equipment vendors connect, including privileged access to control systems.

Legacy and long-life assets

Realistic compensating controls where systems can't be replaced or upgraded.

OT visibility

Monitoring OT environments, and the on-premises and cloud systems they connect to, to detect threats and failures early, so incidents can be reported within SOCI timeframes.

Frequently asked questions

What is the SOCI Act and who does it apply to?

The Security of Critical Infrastructure Act 2018 (SOCI Act) places security and risk management obligations on the owners and operators of critical infrastructure assets in Australia. It covers 11 sectors, including energy, water, transport, communications, health care, financial services, data storage and processing, and higher education.

What is a CIRMP?

A Critical Infrastructure Risk Management Program (CIRMP) is a written program that responsible entities must maintain under the SOCI Act. It identifies material risks across cyber and information security, personnel, supply chain and physical hazards, and sets out how those risks are minimised. Entities must also comply with a recognised cyber security framework and submit a board-approved annual report.

How does Avocado help with SOCI Act compliance?

We help responsible entities assess their current position, close gaps against their chosen cyber security framework, test their defences and incident response, and put monitoring in place that gives a near real-time view of threats. We also provide managed services to keep those controls running between audits.

Does the SOCI Act apply to data storage systems?

Yes. Amendments made in late 2024 mean data storage systems that hold business-critical data and are used in connection with a critical infrastructure asset can be treated as part of that asset. Those systems now need to be covered in the entity's CIRMP.

How does Avocado secure operational technology in critical infrastructure?

We assess OT environments for risk and vulnerabilities, monitor OT and IT systems together through observability platforms such as Splunk and Dynatrace, and secure privileged access to industrial control systems. We have done this work across transport, water, telecommunications, health and emergency services.

What are the incident reporting timeframes under the SOCI Act?

Critical cyber security incidents that have a significant impact on an asset must be reported to the Australian Signals Directorate within 12 hours of becoming aware of them. Incidents with a relevant impact must be reported within 72 hours.
